I think that "brilliant" possibly fits here. I suppose then, although the terms "brilliant" and "spot on" aren't typically considered as one of the go-to translations for "κουκλί", they could work on some occasions.

I'm not aware that it has any idiomatic or other non-literal meaning. To me it appears that it was just a nonsense phrase used by the host to grab everyone's attention and to stop the chatter.
