Bonds are divided into two broad ratings: Investment and Junk. These
indicate relative safety of investment.

"Investment" rating is equivalent to AAA, AA+, AA, AA-, BBB+, BBB and
BBB- on the Standard and Poor scale. There are 68 countries with
Investor bond ratings.

"Junk" rating is equivalent to BB+ rating or below on the S+P scale
(BB+, BB, BB-, B+, B, B-, CCC+, etc.). There are 55 countries -- yes,
55 -- with Junk bond ratings from S+P.

Within each rating there is a further outlook of POSITIVE, STABLE and
NEGATIVE depending on whether the rating agency expects the rating to
improve, remain the same or worsen in the future.

Greece is now at the highest "junk" scale: BB+ but with NEGATIVE
outlook.

India is at the lowest Investor rating: BBB- with STABLE outlook. If
India drops one rating, it too will be at "junk" level.

Now for countries rated same as Greece (BB+):

Azerbaijan
Colombia
Egypt
Panama
Romania

Countries rated lower than Greece (i.e., BB or lower):

BB:

Cook Islands
Costa Rica
El Salvador
Guatemala
Indonesia
Jordan
Latvia
Former Yugoslav Province of Macedonia
Montenegro
Turkey
Vietnam

BB-:

Bangladesh
Gabon
Mongolia
Philippines
Serbia
Uruguay
Venezuela

B+:

Belarus
Bosnia and Herzegovina
Cambodia
Cape Verde
Georgia
Ghana
Mozambique
Nigeria
Papua New Guinea
Albania
Senegal
Suriname
Uganda

B:

Belize
Benin
Burkina Faso
Cameroon
Dominican Republic
Honduras
Kenya
Lebanon
Paraguay
Sri Lanka

B-:

Argentina
Bolivia
Fiji
Grenada
Jamaica
Pakistan
Ukraine (Republic of)

CCC+:

Ecuador

Junk-rated debt is regarded, on balance, as predominantly speculative
with respect to capacity to pay interest and repay principal in
accordance with the terms of the obligation. While such debt will
likely have some quality and protective characteristics, these are
outweighed by large uncertainties or major risk exposures to adverse
conditions.

Investment grade bonds are generally legal for purchase by banks; junk
bonds are not.

You may want to forward this email to your compatriots who, first of
all, needed not be offended at the terminology, and second of all,
realize that Greece still has higher ratings than many other
countries, some of them in Europe.

India went through its own crisis just 19 years ago. We had just
enough western currencies to pay for three weeks imports of oil and
food.

India asked the IMF for an emergency loan of 2.5 Billion USD. The IMF
forced India to physically pledge its gold reserves: 47 tonnes of
India's gold was flown out to London, 20 tonnes to Zurich. Only then
was India granted the loan.

It broke our political class out of its complacency and immediate
economic liberalisation followed. Today, even though things are far
from perfect in India, we have foreign currency reserves of almost 300
billion USD.

Today India's "quota" in the IMF is 13th highest, higher even than
Switzerland's. Every time the IMF gives a loan or a grant, almost 2%
of the money is India's contribution. (Greece's is 0.38%.)
