Με γλαφυρές λεπτομέρειες μεταφέρει σήμερα ο Δημήτρης Καμπουράκης στο protagon.gr την υπόθεση Πατσίφικο. Αξίζει να διαβάσετε ολόκληρο το κείμενο, μέχρι τέλους. Με λεπτομέρειες υπάρχει και στη Βικιπαίδεια (μάλλον κακογραμμένο). Μια μικρή ένσταση σε σχέση με κάτι που ξέρω. Γράφει ο Καμπουράκης: «Αυτός [ο ναύαρχος Πάρκερ], με εντολή του περιβόητου υπουργού εξωτερικών Πάλμερστον, ο οποίος καθιέρωσε παγκοσμίως τον όρο πολιτική των κανονιοφόρων, κατέπλευσε στις 3 Ιανουαρίου 1850 στο λιμάνι του Πειραιά με δύναμη 14 πολεμικών πλοίων».

Είναι αλήθεια ότι σε οποιοδήποτε βιβλίο διαβάσεις σήμερα για τον Πάλμερστον ή την υπόθεση Πατσίφικο θα δεις και τον όρο gunboat diplomacy. Όμως ο όρος δεν ανήκει σε εκείνη την εποχή (1850)· είναι αρκετά μεταγενέστερος, του 1927 σύμφωνα με το OED (1927 U.S. Naval Inst. Proc. Feb. 234 It has been said that the days of ‘gunboat diplomacy’ in China are over), ενώ ο Safire στο Political Dictionary προσθέτει:

The phrase began in a description of Western domination of China in the early twentieth century, with U.S. and British interests maintained by gunboats on the main rivers and patrolling harbors. In 1937 the “Panay incident” took place when a Japanese bomber sank a U.S. gunboat 27 miles north of Nanking on the Yangtse River, but that was an example of a gunboat being on the receiving end of force.

It was in this speech, which lasted five hours, Lord Palmerston made the well known declaration that a British subject ought everywhere to be protected by the strong arm of the British government against injustice and wrong; comparing the reach of the British Empire to that of the Roman Empire, in which a Roman citizen could walk the earth unmolested by any foreign power. This was the famous Civis Romanus sum ("I am a citizen of Rome") speech. After this speech Palmerston's popularity had never been greater.
