It’s an interjection and can be a sarcastic and derisive phrase meant to mock something which is perceived as pretentious or overly refined. Far more often it is used humorously, rather than maliciously and is spoken by the gay community in a ‘camp’ manner.
Primarily heard in UK. A: "I need to go. I've got an appointment at the tanning salon." B: "Ooh, get you! Never thought you'd be the tanning bed type!"
Or “Ooh, get you! Look at Mr. Fancy Pants in his new suit”.
